Tracker returned to service

Hello. I wasn't aware the HLXCE tracker was down (it wasn't actually down, I had forgotten some firewall rules though).

Anyway, the tracker with all the legacy issues and what not is back up...

psychonic was supposed to clone the repository from my rhodecode site but I'm guessing that didn't occur.

I'll find out if psychonic wants to set up a hg repo for the superlogs.

I'm temporarily fixing this by doing a "sm_fix" in sourcemod.cfg. Right after my servers start up they don't have the fixes on. I run sm_fix and hlsw populates instantly.

I've compiled all the SuperLogs against 1.3.8 and they're available on the HLXCE Web Site

This includes version 2.0.28 of Superlogs-TF2 which fixes the Jarate/Mad Milk warning/error.

Also, another problem is that every time a player connects/disconnects it evaluates and prints Respawn Enabled/Disabled. I could see printing it once you flip it on or off, but not every time.

The only thing missing for me was that it didn't create it's own config file (I prefer plugins to have their own config files), so I added the AutoExecConfig function and I'm happy. Maybe something...
