when this is not active, users can't join with quick play button on main menu and not invite friends from steam friends or esc menu, so need to overwrite this player blocking event from somewhere

When players block each other from steam, it also prevents them from connecting to the same server, how to disable this on left4dead2 linux server? some player blocks everyone and no one can join..
