Having the same issues, tried the latest stable and dev builds on fresh installs. Added MM/SM/ckSurf with both Utopia and Beginner. !insertmaptiers / !insertmapzones didn't work. Bots are spawning...

Sorry to bombard my own thread, but I have solved it. I needed to add +tv_port 27015 / 27016 /27017 to get them to all work. Thank you for the assistance!

I am not overloading the server at all, I'm running a fairly powerful machine and with 2 servers up it's 10% used up. ~20% at max load.

I do have 3 tokens, one for each instance.
