It's a command from rockthevote.smx which is a stock SM plugin. It allows X players to decide together if they want to vote for the next map before the server changes the map.

There was an issue from 6733 to 6742 that would cause errors like that. Update to 6743 and you should be able to recompile L4DH.

You need to state which OS your server uses. It's hard to fix that error without knowing which OS has a broken offset.
