you're not setting up a dedicated server then if you're putting the files in your steam folder - you're setting up a "listen server"

I have never tried to setup a listen server, maybe someone else...

what's the folder structure you have and where is the metamod.vdf file located and the contents of that file?

okay, well, you didn't give any information as to your environment... OS, dedicated or listen server, game, SM version, MM version... stuff like that helps out more

Sourcemod isn't supported to run on CS:GO with anything other than a dedicated server at this time.
