The long answer is that ALL players get disconnected when a map ends and re-connected at the start of the next map. There is no such thing as a "FIRST connect".

You need to have a valid saysounds.cfg file in the addons/sourcemod/configs directory. It either isn't there, has incorrect permissions set so it can't be read, has been corrupted or is invalid.
