No, not at all.
VIP.ini is completely different and separated file. VIP privilegues can be set only using VIP.ini.
Look up inside it and you will see description and samples about access.

I can't reproduce your problem. I've used clean installation of HLDS & AMXX, VIP plugins - everything is just fine...

You need colorchat.inc only for compilation process. It should be located in includes folder. Clean all other places from that file (and also records about it).

You need to compile it locally. And it is not the only sma file you need to compile.
One of the best features of that plugin is possibility to set privileges provided by other plugins per user...
