I placed it in the server.cfg, but it still does not recognize the "l4d_force_survivorset 2" command when I create the server.

I think it's still something to do with SourceMod unable to load the...

I did like what you said, extracting the files into the sourcemod folder, but I'm still getting this error:

"[SM] Unable to load extension...
