In the modification I made, I only give the medkit for the survivors past the 4th, as there are four initial medkits. Why would you want everyone to have a medkit if there are 4 in the table already?

No, the problem may be the client takeovers the bot client slot while connecting, resulting in the real client being kicked because the plugin think it's a bot.

DDRKhat, change the consistency check timer to a greater value, that's the cause of the additional spawned survivor.

If your server uses only a 6 vs 6, you need to set the survivor limit and the infected limit to 6, otherwise if there are more slots some players will be placed incorrectly in the way mukla said.

Bots are indeed counted as players because they are fake clients, so the only fix needed to be done is Downtown's (if he's capable to hack the engine to allocate more clients)
