If I set "survivor bots balance teams?" to "0" and "enforce balanced teams?" to "0"the problem still remains. No bots on the server.

Solved this by myself. (name = "weapon_pipe_bomb") is the correct expression for pipebombs and it was wrong to write "item" instead of "weapon" as type.

Is there a plugin which is able to provide a cvar for the amount of HP (e.g. 40HP) a survivor gets rewarded with, when reaching a safe room. And maybe clears the black & white state of survivors...

I tested it on the starting maps of The Parish (everything gone), Blood Harvest & Death Toll (Medkits remain on startup).
With Dead Air it didn't work. There was Shotgun, Moletov and Pipe-Bombs on...
