Still NO lobby plays can join my server with the cookie off =/

So it sits empty.. then if I make it so cookies are on, I cant join past 4 since it only allows four when reserved for a lobby.......

Odd. Because when I have it set, the server just stays empty... then when I restart the server with it off, it fills instantly =/

How can it put lobby players in, if the lobby isn't able to...

Hey Guys! Got it sorta working... but it's only setting the max players to 4...

Help?

Here is my cfg:
plugin_cvar sb_all_bot_team 1
plugin_allow_remote_commands 1
plugin_infected_autorespawn...
