You mean blacklist wearables file?
example file blacklist.txt would contain:
490
520
110
109
Would disallow using wearables with those ids

Try instead of loading it during game loading it on map start (start server with this plugin)

Bug cause is using command during waiting for players
and result = more bugs happens during normal gameplay / after waiting for players ends and normal round starts

After some longer gameplay i've figured out this spam only happens when player uses sm_buster while he's already sentry buster and turns back into normal player then it starts to spam msgs

I got an idea / suggestion for this plugin "When player becomes robot while playing as engineer he will be sentry buster" :)
