I tried adding cvar_util on a blank line inside modules.ini and the server opens without a problem

Arkshine thank you for your help. I am not using non steam, I downloaded the HldsUpdateTool, updated all the files with it and installed amxmodx. I can see my server on steam so it is NOT non steam....

Dedicated Server using HldsUpdateTool. I tried turning all the other plugins off and only leaving this one on but I still get the same error.
