Aim lag/rates?

Hello people so I'm hosting two steam cs 1.6 servers and I noticed there's aim lag, when you hit on the head you feel there's something wrong. Is there any particular rates or anything that could fix...

Well guys, I have only got the plugins and not script. If somebody can provide me with the one where Not ready players on the left side are in red color and the ready players on right side in blue...
