No. If you don't want or need the webpanel, or if your setup doesn't support it, you can just skip the webpanel completely. Just upload translations and the plugin and you're done.

Its just the database name on the server. The database is, by the way, the only thing that already has to exist on the mysql server when you run the plugin the first time.
