Nevermind, I found the problem.
The makefile had this:
HL2SDK_OB = ../../hl2sdk-ob
And it should have been this:
HL2SDK_OB = ../../hl2sdk-orangebox

I'm trying to build and test the stub_mm plugin that comes as a part of the metamod source sdk.
I try building the plugin via the makefile:
make ENGINE=orangebox
