Your file is OK, Could you run the plugin on a server without any addons or plugins just with an updated sourcemod and test again ?

The command is not restricted and generally registered for all. Please upload the config file and describe more details. Public tags should appear for all players correctly as I checked the code.

You can add tag for a player with his/her SteamID in configuration file. But if you are talking about creating a in-game management menu for admins, Good idea ;) I'm gonna add it

When server has run into another mod , The mod would set the sv_timeout to 0. So some clients stuck in connecting.

Did you register that commands like /hi or ... ?

Please test it with /admin or sourcemod registered commands.
