Valve pushed out an optional update 10 minutes ago to fix issues with Windows servers.

Edit: It fixed my crash on map change issue.

I'm getting crashes on level changes on my Windows server, but only addons are enabled.

Edit: Just had a random crash with no addons loaded at all... so even vanilla servers are crashing.
