That's probably caused by the server blocking eBot, check with your eBot / Server logs / console to see if eBot got banned from RCON connections by accident.

You can update eBot portable but it is...

get5's web interface is not good imo.
Warmode is too amateur for me.
eBot is the best in case of managing teams, seasons, matched, servers etc, but the installation is annoying in your case....

eBot won't work good on windows what so ever unless we are talking about lan setup.
eBot's websocket will constantly crash on windows (at least from what I have experienced, and I have about 5~...
