i'm not really sure what's going on, if you're saying that zombies are picking up weapons from the ground, then ZP43 should prevent them by default, so in-case you modified something there, add this...

In zombieplague.ini, change [Extra Items: Weapons and their costs] to this and AWP/G3SG1/SG550/M249 and grenades should work

The items are sorted in the order their plugins are loaded. So the order depends on how you sort the plugins in plugins-zp50_ammopacks.ini or plugins.ini.
