Did you recompile the gungame plugin with an amended inc file?
Iím not sure where it makes difference but I would suggest having levels from 1 to 70 in the config file, but not in decreasing way.

I think you are on a long way to managing the GG server professionally... You will get a lot of knowledge about cvars, server commands, etc...
"sv_allowupload" - this is the server variable (cvar)...
