...so if you have smm installed, why would you want to run it as a VSP? and are you sure you're not trying to run both the VSP and SMM versions at the same time?

admins and reserves are getting kicked for reserve slots. it is a 23 slot server, we have 1 reserved slot, which is always available:
gmp_reservedslots "2"
gmp_reservedslots_count "1"...

you do need to remove the // comments. for exmaple:
