Any chance to make it so it displays the ads based on the CLIENT LANGUAGE rather than the COUNTRY?

What makes this plugin CS specific? Does anyone have a generic version? (I plan to use it on my TF2 servers)

Please do not link to other Advertisement Plugins, I need this one specifically....
