When I click on the plugin it takes me to a page that says "plugin failed to compile", is that normal?

First time posting here, let's hope I don't say or do anything too stupid!

I've been trying to slow down the Cleaner's Carbine's fire rate but all I've found is this plugin that just speeds it up...
