ohh whats wrong with mine i just edit same as ur sugguetion, but it still no fog :(

mine, fogs will appear if i set like this :
RAIN = 1 <-- if i set 0 , fog will not appear
SNOW = 0
FOG = 1

wow it was i looking for, look like left 4 dead mode ( 20 % humans vs 80% zombies )

IMHO, left4dead = kill or be killed, so no infection mode
it same as with plague mode.
so i edit my zombie...
