I'm not entirely sure, but I guess the notification does not work.
When someone connects there is no check shown. The only way to see a check is by doing it manually. And this check is only visible...

Your problem with these clients are house made by enabling non-steamers. Disable reunion and ban by steam-id. Problem gone.
