I'm still not fully understanding the issue.

What I do know:
A user's name in Steam can be 32 characters, including multi-byte characters.
A user's name in L4D2 gets cut off at 32 bytes...

What game are you testing it?

In CS:GO, MAX_PLAYER_NAME_LENGTH in the engine is 128 bytes. However, in all other supported games, it's 32 bytes, which can even causes truncation in the engine...

You cannot comprehensively hide the server IP for community servers since it's a direct connection, unlike official servers which use the SteamNetworkingSockets relaying (formerly SDR).

Something is still wrong with your steamclient binary regardless if you're getting those errors. It's actually possible that L4D1 just ships with a very, very old one, maybe from before that...

The dedciated server can be ran locally.

SourceMod isn't supported on listen servers (in-game server).

If the ConVar has the userinfo flag set on it, you can use GetClientConVarValue and watch for changed by hooking IServerGameClients::ClientSettingsChanged.

If it does not, you have to poll the way...

Those are client commands that do not get transmitted to the server (as commands nor buttons). You'd have to watch the weapon parameter in OnPlayerRunCommand for having a value (and then take as-is...

You want (to increase) m_tankTickets on the player entity. The m_iTankTickets on the player_manager is just a copy of it that gets networked to everyone. It's not the actual value.

You can't.

Best you can do is check their setting with QueryClientConVar and show a message to or kick them if it doesn't match what you want.
