[REQ] Great Plugin Idea: Admin Heal

I think it'd be a pretty cool plugin if an admin can heal whomever their crosshair is on. Like an admin would press "e" and it'll give full health to the person he is pointing at

can you make it so that the name locks and isnt changeable ? like they can change their name but whatever i put to their name in front isnt able to change no matter what on my server

I have seen a few other servers that have changed the game name,
"day of defeat" in the steam browser list to something else.
