There is a mod called amxx cmd and his works like that :
a amx admin say !rr and plugin do rcon sv_restartround 1
and !alltalk 1 and the same thing overhere ^.
You guys could tell me how I create...

yea I got it i just need to add sourcemod into my server and add admin with all flags , and then i'm allowed to say commands !cvar sv_rr 1 !cvar sv_alltalk 0
!cvar sv_voiceenable 1
etc

its a mod for a CS 1.6 server that look like that :
when you are a admin you are say : !rr
with a "!" at a start of any command like : !alltalk 1
or !freezetime 0
see what I mean , well there...
