Well that depends on what programming language on their backend.
If python then A2S, PHP then could be the one I mentioned.

I dont think you need to modify the whole engine. I remember removing the bot property which was set to 1 on a random amxx script on the forums and it didnt count as a bot. Neither gametracker...

Its actually the source query protocol which handles this.

Just replace !access(sender, ADMIN_VOICE) with g_fvault_privilege[id] and that should do the job, considering that you've already tagged g_fvault_privilege to all players.
