what is way to get server on tf2 to run above 30 slots

I asked owner of 64 slot server (skail) and their asking almost 2k$ for their code to do that which I laughed at. I saw other...

multi-dimensional arrays, it is not unoptimized, it's best option.
alternatives are clientprefs cookies (slow), storing everything in single string (even slower!)
