csgo server stuck in training mode

I have a csgo server thats supposed to be 24 slots but only shows 1 slots and seems to be in training mode .

How do i change it to classic casual?

Command line is :srcds -game csgo -tickrate...

For some reason this stopped working on my server , no longer announcer normal player or points and position.
