Server freeze on votemap

Hi,
I have more than 400 maps in my mapcycle and when votemap begins, server freeze for 2/3sec.
No error logs.

Versions:

I own a csgo server with 12 slots, when server is full with VIP players (res flag) and other VIP try to enter in server this player is not being kicked, so server stay 13/12 instead 12/12.
