EDIT: I fixed my problem. It was an issue with folder permissions on my server. The plugin couldn't create or load the sqlite database cause the sourcemode data folder didnt have write permissions.

When I tested it. I was able to spawn a single riot cop in a versus match. But then I switched to campaign mode and the commands cause an immediate crash on my Linux server.
