No i didn't try that, but 20 bot on dust2 of any side is possible.
I did it for practice. 1 v 20 play : )

Avaiable slot/map on offical maps:

as_oilrig.bsp 36
as_tundra.bsp 25
cs_747.bsp 26...

there are 20 spawn points each team, i tested with zbots

So i get the same problem my server always crash on a custom map, but most maps working without server crash so the precached limit sometimes reached sometimes ok.
