Please read the installation instructions in the documentation, you haven't installed the dependencies needed for SourceIRC.

SourceIRC isn't even loaded on your server due to the missing...

By default SourceIRC will send all messages typed in a channel with the relayall flag in-game

If you wanted to add an !msg command like you mentioned, it would be very easy to do using sourceircs...

I didn't even know SourceIRC worked with SourceBans at all, none the less in order to do this stuff you'd need to write a SourceBans module for SourceIRC.
