i´ve been testing it and this is my opinion too:), the plugin that working right as it should be (regardless the opinion of cs1.6) is the one in the post #95.
But sincerely if it could be changed...

I did it :)

Like originally the plugin is compiled i have yellow circles.
new decals[2] = {105,106}

If i change the decal and compile again i will have the half life logo.
new decals[2] =...

I would love to have this plugin on my server.
Im currently running CZ and after add the plugin and activate what i get are yellow circles, or if i change to the other decals i will get the Half...
