What that means is if that cvar exists, regardless of its value, it won't create the other cvars. So when the cfg file fires those commands and the cvar doesn't exist, it will say it doesn't exist. ...

@Arcy: Did you let it create a new cfg file? What is your value of sm_adv_admin_list? I believe you want yours set to 3.

May I request either adding buddha mode or adding a cvar to remove godmode from the commands? In order to use buddha mode I had to use another plugin that also uses sm_god. For the now I edited...
