Found the problem, it was trivial... Firewall blocked HTTP over IPv4 but allowed it over IPv6. Now Half-Life only tries IPv4 (shame) while my browser had no problem downloading the file over IPv6,...

Ubuntu 19.10 Eoan Ermine is end-of-life and not supported anymore, so you should not use it.
After making proper backups, use "do-release-upgrade" to upgrade your system to Ubuntu 20.04 Focal Fossa....
