go to your server cstrike directory in FTP , search there about Cs_dust.wad , if you found it go to your cs cstrike folder search there about it , if you didn't find it copy it from the server files...

Sorry for the inconvenience I figured out a way to fix it , seems like I wrote all plugins names in plugins-jailbreak.ini and plugins.ini which bugged them
