Just a note, milliseconds has one more decimal (0.001). That said, you would have a much simpler request if you only needed 0.1 seconds accuracy, as the sourcemod timers cant do less than 0.1...

Or whatever else you want. You can make as many wires as you want as well (though I may need to make an edit to paginate it if too many). I think I only put the Wire #1 - 5 in there as placeholders....

Took some time to make it for ya. I added a chat msg for when they are hit (to all) and when it ends (to victim) so that people know what is going on.

You want to start looking into hooking events. For your case, you want to check for a clutch situation every time there's a death, similar to what Ilusion9 did. For more info to get you going on...
