How do I put skins ONLY on ONE side/team? If I leave one team empty the whole server crashes!

in csgo, how can I use this for skins on the default models? Would I also need to force them to use a specific one of the default models?

At one point I let everybody chose their models. Now I made it so that only admins can. But everybody still gets to keep their last chosen model. How can I remove their models?
