I've started a separate fork of this plugin eventually which does all of this and much more. You can check that out instead of the basic port to SourceMod you linked to....

You have to change the settings in the config files. Changes through the admin menu are only temporary

There is no admin menu integration, but just admin commands to use.

You can list all commands a plugin registers using sm cmds XX where XX is the plugin id listed in front of the plugin's name in...

You need to get the latest version from github. The posted 0.11 package is way outdated.

Redownload the .zip and replace the translations to fix the colouring.

No, this was abandoned before CS:S switched to the orangebox engine.
Here's a 1:1 port to sourcemod. This includes any bugs the original plugin might have had ;)
