Cain, basebans is the default ban plugin that comes with Sourcemod. Many people disable it and use...

As Andrew13 said, what exactly do you mean by a skin changer? Are you referring to a plugin such as SM Skin Chooser as Andrew stated above, or some other skin changing method?

Is there currently a working integration code/mod for Sourcebans 1.4.9 and vBulletin 4.1.11? I have done some searching and have not been able to find one.

As minimoney1 said, admins must have the 'b' flag enabled in order to see the admin menu. If they do not have that, they can not access the admin menu and may only use typed commands.

For some reason, when I installed this plugin, sprays stopped working on my server. Like, they don't show up, but when you look at where they were sprayed the HUD thing shows up. Any suggestions?

If you want to play a Roleplay game, I'd recommend getting Garry's Mod (http://store.steampowered.com/app/4000/) as it is filled with different roleplay gamemodes.
