[help] vip menu plugin

Hi!

Anyone have a VIP plugin where the people starts with 100 hp and armor. If they type !vip they can add +20 armor and if they kill 1 guy they get +1 hp per kill and if headshot +3hp?

I only want so its says [Developer] Tango : gg
in chat and i dont want so it says something on the scoreboard. I only want it in the chat when vip,admin,owner/developer type

When i type sm_reloadtags it says "[SM] Tags succesfully reloaded!" in console

but when i type !tag !tags in chat i dosnt get anything
