You can't use the vanillaweps version any more, UnlockBlock hasn't been supported in ages.

UnlockBlock might need a 2nd update, I didn't have time to check it in the rush (it's one of the hardest to get correct gamedata for).

That's because of a change to how TF2Items handles item creation, you'll need to wait on an update to the plugin.
