First put wav files on your dedicated server, at the same place (directory path) you put it on your PC.

You maybe don't use any sv_downloadurl, so don't mind with it ...

Files must be in the server, and/or in the sv_downloadurl ftp.

In batch command : start /high srcds.exe -game cstrike -console ...

You can use /realtime instead of /high if the PC runs only the server.

Yes AMXmodX adds more "entities" ...

And HL engine cannot precach more than 512 entities ...

Try to remove some preloading files ( sounds, models ... from some plugins ).
