Some plugins failed to load at startup after 4.13 tf2 update

SourceMod Version: 1.8.0.6041

After 04.13 TF2 update, i found some plugins in one of my server failed to load at startup.
Manually reload can made it work, but i cant rely on it every times.

[TF2] random crash on MGE server after jungle inferno update

I currently have 5 TF2 server and most of them work fine after the update, only 2 MGE server start to crash randomly about 2-3 times every day.
Accelerator is working but not getting any crash log....

SQL_SetCharset(db, "utf8mb4") not working on official build

'utf8' is fine, but setting 'utf8mb4' will fail and the character variables remain to be the default value 'latin1'.
I thought it might be the problem of libmysql, so i build the mysql extension...
