What does sv_forcepreload really do?

In the Valve Wiki it say "sv_forcepreload - Force server side preloading."

Ime unsure if this Description is correct, it would make more sense if it would force Clients to preload Content...

Originaly I used @_ZN11CBasePlayer5SpawnEv for this game, but the developper dont compil with symbols anymore.

So maybe the function name is still the same: CbasePlayer::Spawn ?
