It also does not allow damage to be done on enemies! Here is one for all mods without the bugs.
Smaller file is core concept. 1.1 is much smoother.

Tested with game's existing snow steps. Ordinary footsteps indoors and snow footsteps outdoors. Stops when walking, stationary or not on ground.
